Terry Lisotta of Metairie, the one-time chief executive officer of Louisiana Citizens Property Insurance Corp., surrendered today to Baton Rouge police on charges that he stole more than $25,000 from the insurer and two other related state insurance entities by charging football tickets, lavish trips and meals to them from 2003 to 2006.
