The Alexandria Town Talk reports the "Where's the Birth Certificate?"billboard has arrived in Louisiana.
The message is an attempt to stir interest among citizens about whether President Barack Obama is a "natural born" citizen as required by the Constitution, according to Glenn Ward, owner of the billboard.
