New Orleans City Business: Eric Kalivoda, assistant secretary of the state’s Department of Transportation and Development, opined that state government is "overpowering" local governments.
"Do you realize many of the little side streets on Grand Isle lead to a few camps off our state highways?" Kalivoda said. "We have state highways that go out into the middle of sugar cane fields, and they stop. We have duck-hunting-camp roads."
